TO:             All Registries of Deeds Ordered to use the Computerized System for the processing of transactions
                  (Supplement to Memorandum dated August 12, 2010)

SUBJECT:   Implementation of the Land Titling Computerization Project

                  All officers and personnel of LRA and its Registries of Deeds, as well as LARES employees, are hereby directed to ensure that:

       1. Transactions involving the recording and/or registration of deeds affecting Chattel Mortgages, Personal Properties, Unregistered Lands, and Registered Lands shall be completed and released within a maximum period of ten (10) days date of entry in the Electronic Primary Entry Book (EPEB); and

       2. Transactions involving requests for Certifications, Certified True Copies, and Verifications shall be completed and released within a maximum period of three (3) days from the date the request was entered in the EPEB.

       3. The new timetables shall be posted in all concerned Registries for the information of transacting public.

           Further, all officers and personnel of concerned of these Registries are required to assist and explain to the transacting public the changes the Project shall bring, and the current inconveniences are temporary and are expected during the transaction period.

         For the purpose of monitoring and ensuring the observance of the above, an Audit Team shall be constituted immediately to conduct visits, and validate compliance therewith.

GUIDELINES IN THE ISSUANCE OF CERTIFICATE OF GOOD STANDING / ACTIVE MEMBER

GUIDELINES IN THE ISSUANCE OF CERTIFICATE OF 
GOOD STANDING / ACTIVE MEMBER 
1. The Board of Governors will design and prepare the official form of the
Certificate of Good Standing / Active Member. The official form shall be
distributed to all GEP Regional Divisions who will reproduce the same and issue
to all members upon proper endorsement from the Chapter Presidents.
2. The Form shall bear the following contents:
· The Certification
· Geodetic Engineer’s name, address, contact number, PRC Registration
number, Professional Tax Receipt, Community Tax Certificate and Tax
Identification number.
· The official receipt number of the GEP Regional Division
· Control number and the designated code for GEP Regional Division
· The detachable portion in the bottom of the certification which is to be
forwarded to the Board of Governors for reference purposes
· The official seal of the organization
· The Signature of the Regional president and Executive Secretary
· The date of issuance
3. The official seal shall be placed in the lower portion of the form, in the center
right of the detachable portion. The Signature of the Regional President shall
also be affixed at the back of the certification located at the center of the seal in
which when the form is detached, the signature will be divided into half.
4. The Geodetic Engineer shall also affix his / her signature at the back of the
certification. One on the upper right side, second on the right center side and the
last will be at the lower right side.
5. A Machine copy of the Certificate of Good Standing / Active Member shall be
submitted and filed to the DENR-Land Management Services, Surveys Division
office. The original copy shall be presented and to be duly stamped and received
by the LMS at the back of the form with the signature of the Chief Surveys
Division.
6. In case a Geodetic Engineer is practicing on different LMS region, the same
procedures shall be followed in item 5.
7. The certificate of Good standing /Active Member shall be issued on an annual
basis, on the first week of the month of January and will expire on December 31.
8. The previous Certificate of Good Standing / Active Member issued by the GEP
Regional Division shall be surrendered by the geodetic engineer as a mandatory
requirement in securing a new Certificate of Good Standing / Active Member.
9. The Board of Governors shall fix the fee for the Certificate of Good Standing /
Active Member and shall be applied uniformly to all GEP Regional Division.
10. The total number of Certificate of Good Standing / Active Member issued by the
GEP Regional Division shall be considered as the total active member of the
GEP regional division.
11. Those Geodetic Engineers who, for valid reasons, have not complied Article II,
Section 4, sub-paragraph (a) to (e), of the GEP New By-Laws may be issued
certificates of good standing /active member provided an affidavit of undertaking
is executed to comply with the requirements within certain period of time. This
affidavit of undertaking can only be used once and only during the initial
issuance of the new official form of certificate.

ADVISORY!!!

                                     A D V I S O R Y
TO ALL CONCERNED:

           NOTICE is hereby given that Section 42 of the Rules and Regulations Implementing the Republic Act
No. 8560, otherwise known as the "Philippine Geodetic Engineering Act of 1998" , as amended by R.A.
No. 9200, provides that:
          "No person shall practice Geodetic Engineering in the Philippines unless such person has secured a license to practice Geodetic Engineering in the manner provided in R.A. 8560."
Likewise, Article 3, of Department of Environment and Natural Resources (DENR) Administrative Order
No. 2007-29 provides that all land surveys and mapping activities shall be  made only by a Geodetic
Engineer who among others is an active member of a  Professional Regulation Commission (PRC)
accredited association of Geodetic Engineers, of which Geodetic Engineers of the Philippines, Inc.
(GEP) is the one and only integrated and accredited organization.
        Pursuant thereto, please be advised to transact ONLY with GEODETIC ENGINEERS holding valid ID's
duly issued by the PRC and with certificates of good standing duly issued by the Geodetic Engineers of
the Philippines (GEP) Regional Division concerned and with a Survey Service Contract.
Any violation of R.A. 8560 shall, upon conviction, be penalized by a fine not less than P50,000.00 nor
more than P200,000.00 or imprisonment of not less than 6 months nor more than 6 years, or both
such fine and imprisonment, at the discretion of the court.
